Việt Nam exchanged and learnt experience in implementing nuclear power projects with Turkey and Belarus

Participating in the delegation were Mr. Phan Xuân Dũng, member of the XII session of the Central Party Committee, Chairman of the Committee on Science, Technology and Environment of the National Assembly of Viet Nam; Mr. Nguyễn Cường Lâm, Vice General Director of Vietnam Electricity Group; Mr. Vương Hữu Tấn, Director of Viet Nam Agency for Radiation and Nuclear Safety (VARANS); Mr. Dương Quốc Hùng, VARANS’ Deputy Director; representatives of the Committee on Science, Technology and Environment of the National Assembly and VARANS’ staff.

This was an activity which was implemented within the framework of the Project on Technical Cooperation (TC) VIE9015 between VARANS and the International Energy Agency (IAEA) to support Viet Nam to improve legislative capacities in the implementation of Ninh Thuận Nuclear Power Project. Accordingly, the Delegation worked with Turkey Atomic Energy Agency (TAEK), Belarus Agency for Radiation and Nuclear Safety (Gosatomnadzor) and other relevant agencies of the two countries on safe implementation of nuclear power projects. These two countries have been implementing nuclear power development programs with very good practical experience recommended by IAEA for Viet Nam to refer during its implementation of Ninh Thuận Nuclear Power Project. Turkey, like Viet Nam has used both Russian technologies (AES-2006) and Western ones (AP-1000 and ATMEA1). Belarus has used Russian technologies (AES-2006), started to decide the implementation of nuclear power project in 2008 and now in the process of constructing the plant which is expected to put into operation in 2018. Knowledge gained during the study tour would be studied and applied during the implementation of Ninh Thuận Nuclear Power Project as well as in amending the Law on Atomic Energy scheduled by the National Assembly in its program in 2016.

In the first working day, President of Turkey Atomic Energy Agency introduced about development history of Turkey’s atomic energy branch and establishment history of Turkey Atomic Energy Agency (this is the National Nuclear Regulatory Agency). Then he presented on the legal framework to manage nuclear safety, security and inspection in Turkey; introduced about Turkey Agency for Nuclear Regulatory and Legal Framework; introduced about Turkey’s management and technical assistance for nuclear safety and models on implementing nuclear power projects in Turkey in form of BOO for two plants (in cooperation with Russia and Japan). This is good experience for Viet Nam in management and implementation of Ninh Thuận Nuclear Power Project.

Also in the first working day in TAEK, Director Vương Hữu Tấn had presentation on “The legal framework and Nuclear Power Program in Viet Nam”. The presentation attracted special attention of the Turkish side with many questions relating to roles of VARANS during the implementation of nuclear power projects, VARANS’ independences and authorities, preparation in terms of technical staff of the Agency for the national nuclear power program etc.



The Delegation continued its working days in Turkey until February 26 and started its working time in Belarus from February 29, 2016.
