Training course on the National system of accounting and controlling nuclear materials

The training course introduced about the Agreement on Inspection and the Additional Protocol, basic requirements of the national system of accounting and controlling for nuclear materials as well as shared Japan’s experience in the effective implementation of inspection. Especially, the training course also had a report prepared by the representative from the Nuclear Research Institute (Đà Lạt) on the implementation of accounting and controlling for nuclear materials in the Institute.

Through sharing experience and knowledge with Japanese and US experts, Vietnamese officials had opportunities to understanding requirements and basic contents of the national system of accounting and controlling for nuclear materials, then could apply effectively in the development and implementation of this system in their agency and organization.

According to the experts’ assessment, in order to ensure the nuclear electricity factory run and operate safely and with right purposes it is not a simply task, which requires a good preparation in terms of the infrastructure as well as human resource. Currently Vietnam has had a group of experts with proper understanding of this issue, which is a good foundation but there are still a lot of things to do to ensure the inspection as well as safe operation of the nuclear electricity factory. Vietnam needs to have more efficient national system of accounting and controlling for nuclear. JAEA and International Atomic Energy Agency (IAEA) can entirely provide support for Vietnam in this field.

So far Vietnam has still followed very well nuclear inspection activities and met well IAEA’s requirements. Vietnam has carried out inspections according to the Inspection Agreement between Vietnamese Government and IAEA signed since 1990, signed the Additional Protocol for the Inspection Agreement dated 10/8/2007 and moved towards the approval of the Additional Protocol. On 14/6/2010, the Prime Minister issued the Decision on Regulations for nuclear control activities, which regulated the control of using, storing, exporting and importing nuclear materials, source nuclear materials, materials and equipment in the nuclear material cycle appropriate with obligations stipulated in international treaties which Vietnam has entered. VARANS is actively developing documents to provide detailed guidelines for the implementation of this Regulation.
