ASEAN Smart Cities Summit & Expo 2020 with the theme “Smart cities – Towards Community, Identity and Sustainable Development For a Cohesive and Responsive ASEAN” is one of the important milestones in the year 2020 in which Vietnam was the chair of ASEAN was co-organized by Central Economic Commission and Ministry of Contruction on October 22nd, 2020 with the support of Office of the Government, Ministry of Science and Technology, Ministry of Foreign Affairs, Ministry of Information and Communication, Ministry of Transport, Ministry of Natural Resources and Environment, The State Bank of Vietnam, Ministry of Public Security, Ministry of Industry and Trade, ASEAN Secretariat, Ha Noi People’s Commitee, Ho Chi Minh People’s Commitee and Da Nang People’s Commitee. Leader of the Ministry of Science and Technology chaired and managed one Special Thematic Conference belonging to the framework of the Summit.

Attending the Summit were over 500 domestic and international delegates participating directly and online (there were over 50 international delegates are senior representatives from ASEAN countries and 26 smart cities); leading strategic advisors, technology consultants in the region and representatives of  big domestic and international businesses and corporations in areas such as construction, real estate, information technology and telecommunications, energy, transportation and logistics, finance - banking, health, education, manufacturing  and processing. The exhibition of solutions and typical technologies for smart cities was also held on the sidelines of the Summit with the participation of local and domestic and international enterprises.

With 5 big scale special thematic Conference and one high level Forum focused into key sector for smart city construction tasks such as: smart city planning and management; developing digital infrastructure and fundamental digital technology for smart cities, smart transportation, smart energy, smart services including:

The Special Thematic Conference Session 1 “Smart Urban Planning and Management in The Urbanisation and Urban development Strategy” focused on discussion:  Developing regional links on the basis of urban identities,  Defining long-term vision and orientation for planning and managing smart city development; Improving forecasting ability, ensuring proactive responses to changes; Mapping out a master plan for the smart city (selecting priority areas; choosing technology and non-technological solutions, identifying KPI evaluation criteria, etc;   Inter-city cooperation in building smart city and consultation mechanism; consulting presentation about smart city development project in Busan city, Korea...

The Special Thematic Conference Session 2 “Developing Digital Infrastructure and Core digital technologies for Smart Cities” focused on discusion about Developing a common platform for smart cities and e-government; Data architecture and interconnected data systems; Data collection, storage and analysis for the city, Strategy for developing WiFi networks for smart cities; Smart operation center of smart city; technology solutions for smart urban infrastructure management.

The special Thematic Conference Session 3: “Developing Digital services in the journey of national digital transformation” shared information from experts for digital financial services towards building smart service ecosystem; Digital port and online payment model, smart delivery solutions in major cities of Vietnam in particular and Southeast Asia region in general. Focused on discussion about Improving digital literacy of citizens to better abilities to access and use smart services; Boosting the application and development of digital identity/digital authentication (digital signature, CA, etc.); Developing smart urban utilities to improve the quality of life (non-cash payments, e-commerce, smart delivery); The participation of young generations, innovation and start-up space...

The special Thematic conference session 4 “Smart energy Development in the Journey of Urbanization and Urban Development” Shared information from experts related to energy storage systems, decentralized renewable energies, smart economic zones with energy efficiency, digital grid release, carbon industry reducing emissions in building construction; Focused on discussion about: the role of each stakeholder in developing efficient and renewably sourced energy for cities; the opportunities and challenges of the future of energy and resource efficiency in cities; Managing and monitoring energy consumption in buildings & technology solutions...

The special Thematic conference Session 5 “Smart Transportation in The Urbanisation and Urban Development Strategy” Shared information from experts related to modern urban transport system, application of digital and AI technologies in public transport management, development of electric vehicles, intelligent traffic monitoring and operating system.

Focused on discussion about: Smart mobility: Challenges and solutions in smart cities; Optimize existing transport infrastructure for traffic management; Solving mobility challenges through data analytics and AI; Best practices on building intelligent transportation management center; Opportunities and challenges in developing electronic vehicles and public transportation system.

For Vietnam, Over the past years, the urban system has created a driving force in the region, increasingly affirming its central role in promoting the development of science, technology, innovation, culture and technology. arts, education, training and health care.  However, the urban system of Vietnam still lacks of uniformity of development , it  is  also not commensurate with its potentials and does not ensure connectivity within each urban area, between urban areas with each-other and between urban areas and rural ones; development gaps and incomes between regions have been slowly narrowed; besides many social problems, environmental pollution, traffic congestion have not been resolved said by Phd Nguyen Van Binh,  Head of the Central Economic Commission of Vietnam as opening speech in the high –level Forum of the Summit.

Meanwhile, in the ASEAN region, more than a half of the population is currently living in cities and the urbanization process continues to be stronger. Urbanization offered opportunities for socio-economic development, improvement and enhancement of people's lives, but it also posesd many challenges from population concentration and huge resource consumption leading to an overcrowding of technology and social infrastructure. So it has negative impacts on the environment and social stability as well.

The big question is how can urbanization and digital transformation to help the ASEAN nations to optimize in using their limited resources while taking advantage of development opportunities for socioeconomic?

For that reason, in 2018, the ASEAN Smart Cities Network (ASCN) was established as a forum for cooperation among cities of the 10 ASEAN member states to achieve common goals of Smart and sustainable urban development with 26 member cities (Vietnam has 3 cities participating in ASCN, Hanoi, Ho Chi Minh and Da Nang city) in order to carry out that mission.

Speaking at the high level Forum as the plenary session, Prime Minister Nguyen Xuan Phuc affirmed that: Urban development is an important national growth channel, smart urban development is really a "big game" in which there should be "players" with "vision", "strategy", "Strength and capacity" towards the goal of the happy life, comprehensive human development, environmental protection and sustainable development of urban ecosystems. Smart urban development must be implemented under clear  roadmap, should not doing follow the movement and must be suitable for the needs and capacities of each specific province of city. The development of smart cities must be closely linked to information infrastructure, build an e-government foundation, move towards digital government and take advantage of the latest scientific and technological achievements from the 4th Industry  4.0 and associated with  common development goals of the ASEAN community.
