Attending the Opening ceremony was Deputy Minister of Science and Technology Tran Viet Thanh; Vice Chairman of Ninh Thuan’s People’s Committee - Đỗ Hữu Nghị; Director of Department of Science and Technology of Ninh Thuận province - Lê Kim Hùng. Participating in the Conference were many representative leaders of Ministries, branches and departments of Ninh Thuận province and more than 300 international and domestic scientists, managers and enterprises in Atomic Energy field, representatives from central and local mass media who attended and had news on the Conference.

Associate Professor, Doctor Vương Hữu Tấn, Director of Vietnam Atomic Energy Commission (VINATOM), Vice Chairman of Vietnam Atomic Energy Association made a speech to open the Conference. Associate Professor Vương Hữu Tấn highly welcomed international and domestic scientists, who came to Ninh Thuận province to attend the Conference and present remarkable events and achievements of nuclear S&T field in Vietnam, at the same time discuss, evaluate research results in nuclear S&T field in Vietnam since the VIII Conference until now and define objectives and directions of nuclear scientific research and technology development for the coming time.

Delivering a speech in the opening ceremony, Deputy Minister of Science and Technology Tran Viet Thanh recognized that results published in this Conference has had important contributions to introduce planning on radiation use development and planning on nuclear electricity development in life and gradually develop the national nuclear S&T potentials to be equal to that of advanced countries in the region, at the same time he desired and proposed scientists would cooperate, coordinate in research, development and use of atomic energy for peaceful purposes in order to contribute to speed up the social and economic development in Ninh Thuận province in particular and in the whole country in general.

On behalf of Ninh Thuận People’s Committee, Mr. Đỗ Hữu Nghị, Vice Chairman of Ninh Thuận People’s Committee made a speech to welcome the Conference, expressed his pleasure about the Conference which was organized this time in Phan Rang - Tháp Chàm City, Ninh Thuận province – this province has been decided by the Government to be the place for building the first electricity power plant in Vietnam. Mr. Đỗ Hữu Nghị introduced with the participants about the province’s social and economic achievements, expressed his desires to cooperate more thoroughly with foreign and domestic scientists to promote the building of Vietnam’s first electricity power plant in the location of Ninh Thuận province.

After the opening and welcome speech of leaders of MOST, Ninh Thuận People’s Committee, the Conference witnessed the signing of Cooperation Agreement between Ninh Thuận’s department of Science and Technology and Vietnam Atomic Energy Commission on carrying out State management activities for the electricity power plant project in the location of Ninh Thuận province with basic contents:

- Coordinate to work out plans and programs on communications on nuclear electricity for local people in forms of exhibitions, conference, workshop, visits to nuclear units, advocacy on local newspapers and radio stations, forums to dialogue with local people on issues relating to nuclear electricity development.

- Coordinate to work out plans and organize training programs for State managers of the local authority on nuclear electricity, radiation use and safety assurance; programs on professional knowledge and safety assurance for staff of radiation use units in the location of Ninh Thuận province.

- Coordinate to develop the project on establishing the local environmental monitoring station in Ninh Thuận province and provide guidelines on management of environmental radiation monitoring.

- Coordinate to work out the Emergency Response Plan on radiation and nuclear in the local area and organize training for staff of relating agencies of Ninh Thuận province in order to implement this Plan.

Right after the preliminary session, the participants were divided into 7 sub-groups to discuss on relevant scientific topics:

- Sub-group A: Nuclear electricity, Nuclear piles.

- Sub-group B: Nuclear physics, Nuclear statistics.

- Sub-group C: Nuclear analysis, Radiation measurement, Radiation safety.

- Sub-group D: Nuclear use in health.

- Sub-group E: Nuclear technical use in agriculture and biology.

- Sub-group F: Nuclear technical use in industry, Hydrographical geography.

- Sub-group G: Material cycle, Nuclear material technology, PX Waste Management.

In sub-groups, scientists spent lot of time to discuss and propose objectives, contents and directions of S&T activities in atomic energy for the coming time to support the development of Vietnam’s S&T program on atomic energy for the next 5 years. In this Conference, more than 200 reports have been published in the Report collection of the Conference.

The Conference was held in two days of August 18 and 19/8/2011.

The National IXth Nuclear S&T Conference 2011 was organized by Vietnam Atomic Energy Association in coordination with Vietnam Atomic Energy Commission and Department of Science and Technology of Ninh Thuận province. The Conference is organized every two years in order to exchange research results in nuclear S&T field in Vietnam, define objectives and directions of scientific research and technology development in atomic energy field. The Conference is a chance for scientists, members of Vietnam Atomic Energy Association and international participants to meet, exchange experience, strengthen cooperation in atomic energy field. Within the framework of this Conference, there were many reports and discussions on the implementation status of the nuclear electricity project in our country and possibilities for supports, sharing information and experience in atomic energy field of domestic experts on nuclear electricity and experts on nuclear electricity of some countries with many years of working experience in nuclear electricity field.
