Vietnamese delegation participated in the 5thAssesment Conference of Nuclear Safety Treaty

Participating in the delegation were Doctor Nguyễn Bá Sơn- Ambassador, Head of Permanent Mission of the Socialist Republic of Vietnam to the United Nations Organizations and other internationl organizations in Vienne, Republic of Austria and Master Nguyễn An Trung –Head of Department of International Cooperation, Agency for Radiation and Nuclear Safety.

Vietnam has officially become a member country of the Treaty since July 2010 and on August 10, 2010 Vietnam sent the first national report as requested by the Treaty.

Although so far there haven’t been any no nuclear units in Vietnam within the regulation scope of the Treaty but with an impressive nuclear power development plan of a new country, the report presented by Vietnamese delegation has been paid considerable attention of country members. In the report presented in the Conferernce, Vietnamese delegation has affirmed efforts made as well as pointed out challenges in putting Vientam’s first nuclear power plant into operation in a safe and effective manner in order to create premises for the roadmap of nuclear power development as well as create confidence for the international atomic energy community. Especially, for consequenses of nuclear incidents occuring in Japan’s nuclera power plant Fukushima Daiichi, Vietnamese delegation has affirmed the priority in collecting informaiton, analyzing lessons learnt withdrawn by international atomic experts in order to have valuable experience in ensuring the security for contructiong the nuclear power plant right from the stage of selecting and approving the location of Vietnam’s first nuclear power plant.

Through Vietnamese delegation’s report, the Conference highly apreciated Vietnam’s efforts in its nuclear power development plan, esepacially the improvement of the position, roles and capacities of legal agencies in terms of radiation and nuclear safety in the region and internaitonal arena.

During the time the Conference was organized, Vietnamese delegation also participated in the marginal Conference on “Fukushima Daiichi Incident and first measures to ensure safety in the world”.

The Treaty on Nuclear Safety, effective from 24/10/1996, was established to strengthen the issue of nuclear safety. The Treaty’s objectives are to achive and maintain the nuclear safety at a high level worldwide, establish and maintain the effective protection of nuclear units from possible radioactivity dangers and prevention of radioactivity accidents. The Treaty on Nuclear Safety is not obligatory but encourages members to comply with safety standards internationally recognized, based on common interests to achive higher level of safety. Every 3 years, country members of the Treaty would gather to review the implementation of the Treaty and discuss on countries’ reports on nuclear safety which each member party is obliged to submit. All countries whose nuclear power plants are in ooperation are country members ot the Treaty.
