The content of the Memorandum of Understanding was results of working sessions from February 27 to March 13, 2012 between the two parties and was specified in the Agreement Minute signed by the two parties on March 13, 2012 with main contents of the project, which were to strengthen capacity of NOIP with agencies of intellectual property right enforcement in Vietnam; strengthen linkages between NOIP and agencies of intellectual property right enforcement in Vietnam, including research and establishment of networks to collect and share information between NOIP and agencies of intellectual property right enforcement; and raise awareness of the society on intellectual property.

It is known that over the past years, Vietnam’s intellectual property system has been provided with a lot of JICA’s support. Many cooperation programs, technical assistance projects have been implemented between the two countries, including the project on “Strengthening the enforcement of intellectual property rights” together with two projects on “Modernizing the management of industrial property” and “Using information of intellectual property in Vietnam” are non-refundable projects which Japanese Government has recently granted for Vietnam in the intellectual property field.

Delivering a speech in the ceremony, Deputy Minister Trần Văn Tùng expressed his thanks and highly appreciated support provided by JICA to Vietnam over the past time. The Deputy Minister hoped to receive more support from JICA in order to improve the efficiency of intellectual property activities in Vietnam.
