In the discussion, Minister Nguyễn Quân was glad to inform young intellectuals of the country’s recent socio-economic development achievements, new guidelines and policies on development and integration. Among them, special emphasize has been placed on polices on S&T development as revised Law on Science and Technology(2013), Strategy for Science and Technology Development for the 2015 – 2020 period, the Prime Minister’s approval of establishing VKIST (2015) with some special financialmechanisms, creating favorable environment like those of developed countries for scientists to work in.

According to the Minister, MOST has continuously proposed to the Government to set up mechanisms on appropriate salary and allowance for scientists, especially young scientists living in foreign countries to return to their home country for working and contributing. The Minister also emphasized on roles of bridging and promoting scientific cooperation and exchange through Vietnamese young scientists who are working in universities, research institutes and big industries in the United States. Agencies as National Foundation for Science & Technology Development(NAFOSTED) would be always ready to provide funds for young scientists under 35 years old who have international research and cooperation proposals; National Technology Innovation Fund (NATIF) also would support technology transfer from foreign countries into Viet Nam; FIRST Project funded by World Bank;… are those funding sources to promote domestic technology innovation in demand with new financial mechanisms, creating favorable conditions for Vietnamese enterprises as well as for scientist to have opportunities of technology innovation and scientific research.


Successful businessmen and intellectuals in Bay Area were very proud and pleased to meet and discuss directly with Minister Nguyễn Quân. Many famous people as the owner of Gold Medal in the National Computer Competition Nguyễn Thành Nhân, currently working for Google; the owner of Silver Medal in the International Computer Competition (2000) Phạm Kim Cương sincerely shared his feelings as well as his hopes to return to work and cooperate with incubating projects. PhD. Trịnh Quang Toàn who currently works in UC Davis University presented some projects and proposals on scientific research and cooperation with research institutes and universities; and the database on young intellectuals working in the US. Young intellectuals coming from UC Berkeley University, Stanford University also frankly raised questions to the Minister on domestic mechanisms and policies which limited research cooperation and exchange, policies for volunteers to participate in some research cooperation projects between Viet Nam and the US.…


The discussion organized by the S&T Office under the Consulate General of Viet Nam in San Francisco was supported and highly appreciated by Vietnamese intellectuals. Minister Nguyễn Quân supported the proposal of businessmen and intellectuals and requested the S&T Office to organize a Workshop at a large scale by end of 2015 in order to promote scientific cooperation between Viet Nam and the West Bank in the US, which is the most dynamic area of the US in terms of scientific research and technology innovation, and the place to attract a big number of Vietnameseintellectuals to live and study. The Workshop would be the opportunity to exchange information of Vietnam’s S&T development priorities, polices on attractingVietnamese scientists in foreign countries to participate in S&T activities in Viet Nam, S&T strengths of the US and to strengthen exchange and linkages of Vietnamese scientists in the West Bank with their home country.
