During the last year, S&T branch made efforts in renovation of S&T management mechanism. Regarding obtained results, the Minister assessed “In 2008, we have been patient to carry out renovation of S&T activities towards objectives of improving capacities, quality and efficiency of research results, the renovation of S&T management mechanism is only one of the contents. In 2008, we have basically implemented in a relatively synchronized manner the legal documents, creating the legal platform and corridor for S&T activities with the fact that the National Assembly has continued to adopt the Law on Atomic Energy, Law on High Technology and the Government has issued Decrees on providing implementation guidelines. The introduction of the Laws’ contents into practice is a focused important task in the branch’s activities”.
The renovation of organizational structure and operation methods of S&T organizations has been closely linked with the implementation of self-managed and self – responsible mechanisms of S&T organizations, creating favorable conditions for many scientific organizations (research institutes, research centers, universities) to reach encouraging initial results. The number of scientific works has been published on international magazines; the number of patents which have been registered and granted with protection certificates has been quickly increased as compared with those of many previous years. At the time, S&T enterprises or research centers for technology development working according to the enterprise mechanism or centers for technology research and renovation in enterprises have been established. This is the core force, which leads in introducing research results and S&T achievements intro production, bringing in significant effects for the country’s social and economic development.
The National Fund for S&T Development and S&T Development Fund in some Ministries, branches, some provinces and cities have been put into operation since 2008, contributing significantly to the renovation of organizational structure and implementation methods of S&T tasks. We can mention many other tasks which are as important as those and in general we have worked with right directions and had initial stable steps though we have been faced with many difficulties and challenges in the renovation process, especially renovation in our thinking and improvement of our wills and determination.
In the current context, our country is still faced with difficulties, challenges and risks of economic, production, social security and financial issues. However, better than ever this is the time which needs to promote the S&T position in the social and economic development. In order to have the new position, for the coming time S&T will be focused on key fields. The Minister said we should promote basic application – oriented researches, focus on the promotion of technology renovation in production and management, expansion of commercialization of S&T products; strengthen activities of the Program on supporting the development of intellectual assets in terms of the scale and efficiency, focusing on the exploration of patent sources and supports for enterprises and localities to develop trademarks for products and goods; implement the National Program on Technology Renovation and establish the National Fund for Technology Renovation in order to improve the technology level and technology absorption abilities and innovation capacities of enterprises and S&T organizations; develop and implement the National Program on High Technology Use and Development as well as establish the Fund for Risk Investment for high technology activities. The above-mentioned programs will actively and efficiently support the Program on improving productivity, quality and competitiveness of products and goods, which has been developed by MOST and submitted to the Government for approval in the coming time. At the same time, it is continued with the implementation of the Strategy for Atomic Energy Use and Development for peaceful purpose, Strategy for Cosmography Development,…
The partnership will be paid special attention by MOST for the coming time, the Minister has said Vietnam would strengthen S&T Cooperation with countries which have advanced industries, long-term traditional relationships, especially with countries with which our countries have been establishing strategic cooperation relationships. Regarding locations, these are some countries in Northeastern region of Asia; in Europe - EU, some countries under the former Soviet Union; North American region and Australia. Regarding fields, priority will be given for cooperation in fields of manufacturing technology, processing technology, fields of high technology and new technology. In order to implement the cooperation program effectively, it is necessary to have basic renovation in thinking, policy mechanisms and especially it is required significant efforts and high determination of scientist communities, we should overcome ourselves in terms of intellectual level, skill and spirit and determined will.
