Delivering opening remarks, Mr. Phan Ngan Son, Deputy Director General of NOIP emphasized the importance of TISCs Network in Viet Nam in promoting intellectual property and technology transfer activities in research institutes and universities. He also pointed out the role of NOIP as a hub in networking and coordinating activities among the Network. He revealed that in 2019, NOIP would draw a plan and develop an intensive training program for Network members, equipping them with sufficient search skills and providing consultation on IP registration procedures, commercialization and technology transfer for inventors in sub-organizations of research institutes, universities or enterprises. This would help institutes and universities strengthen their internal capacity in registration of IP rights and technology transfer, especially with focus on how to increase Vietnamese inventions as well as to promote technology transfer and utilization of intellectual property rights.

Mr. Andrew Czajkowski, Director of the Department of Information and Knowledge Access, WIPO stressed that we were currently living in a knowledge-driven economy, in which ideas and innovation had become main resources to boost economic development and brought us competitive advantages. He believed that effective innovation and technology support services were necessary to assist inventors, researchers, entrepreneurs, and other individuals to extract useful information from raw data. Ultimately, they would gain the knowledge they needed so as to succeed in the current dynamic research environment and in the global economy. That was also a reason for WIPO and NOIP to collaborate in developing national TISCs Network to facilitate and promote access to technologies in patent databases and other information sources of science and technology for the benefits of domestic users including universities, research institutes or individual inventors. He also quoted a message from Mr. Francis Gurry, WIPO Director General that: "TISC is a gateway to the technology knowledge repository created by the patent system".

The Training Workshop on Patent Search for TISCs with presentations by WIPO experts was an opportunity for participants from institutes/ universities to improve their patent search and utilization skills. At the workshop, the WIPO expert team presented an uniform and profound introduction about patent information search skills and patentability of inventions beside valuable practical experience. Within the workshop program, NOIP provided information about the TISCs Network in Viet Nam as well as domestic and foreign registration procedures for patents. On the sidelines of the Workshop, NOIP also arranged help desks where participants could get information about patent search and procedures for patent registration in Viet Nam. The workshop had really created a forum for IP professionals from institutes/universities to exchange and learn from each other's experiences as well as built up cohesion among participating TISCs.
The increase in number of domestic inventions, technology transfers and knowledge diffusion indexes were all positive contributions to improving national innovation capacity as directed by the Government through the Resolution No.01 and 02/ NQ-CP in 2019. With Viet Nam's resources for innovation, supports from WIPO and efforts of NOIP, it was convinced by WIPO experts that the TISCs Network would contribute to the facilitation and enhancement of innovation activities all over the country.

The TISCs Network was established under the TISC project initiated by WIPO on a global scale. Since its first launch from 2009 to 2018, there have been 78 countries, including 24 less-developed ones signed an Agreement with WIPO to develop their national TISCs Network. According to national TISC coordinators, 757 TISCs had been established during this period.
Viet Nam was one of the participating countries in the TISC project. So far, 35 TISCs had been selected to join Viet Nam's TISCs Network, including the Vietnam Academy of Science and Technology, Hanoi University of Science and Technology, Hanoi National University, Ho Chi Minh National University and many other institutes/ universities from different parts of the country. In parallel with WIPO activities during the period 2016-2018, NOIP had implemented a series of training activities on patent search and technology transfer to support R&D and acquisition of intellectual property rights for research institutes and universities. In 2019, these activities would be further conducted to help turn research products by research institutes and universities into intellectual property assets.
