Japan supports Vietnam to train nuclear power human resources

This was the statement of Professor Shigeaki Tsunoyama, Director of Aizu University within the framework of his visit and working trip with Minister of Science and Technology Nguyễn Quân in Hanoi in the afternoon of June 26, 2012.

In the meeting, Minister Nguyễn Quân highly appreciated support provided by the Japanese party to Vietnam over the past time in many fields, including the development of nuclear power. The Minister affirmed that the development of nuclear power in Vietnam for peaceful purposes and requirements of ensuring the safety and security have been of the highest level and given the first priority. However, currently Vietnam has lacked of excellent experts on nuclear power as well as legal and regulatory documents, risk management during the construction process…. These issues really need support of nations which are experienced in nuclear power including Japan.

In the working session, Mr. Shigeaki Tsunoyama shared with Vietnam precious information of the current situation of nuclear reactor piles in Japan when incidents occur and treatment ways (Fukusima – Japan). According to Mr. Shigeaki Tsunoyama, in order to develop the nuclear technology, 3 basic factors are still human being, next technology and then policies. Currently, Aizu University has focused on developing the nuclear technology while the safety factor has been paid the special attention.

Also according to Mr. Shigeaki Tsunoyama, the human factor plays a very important role, which is shown in training field. Aizu University has currently had relations with 57 universities of 16 nations in the world. The field of training for human resource with S&T high quality has been one of the University’s strengths. Through this visit, Japan hoped to have cooperation with universities in Vietnam as University of Science and Technology, National University, Hanoi. These will be basic human resources for the social and economic development in Vietnam, including the nuclear power field.

When the meeting ended, Minister Nguyễn Quân expressed his thanks for sharing precious experience of the Japanese delegation in providing information, detailed solutions after the Fukusima incident as well as support provided for Vietnam in the field of nuclear power human resource training. “Vietnam has organized many workshops through international organizations, including the coordination with the International Atomic Energy Agency (IAEA) on nuclear safety, especially experience of the Japanese side. This would be the most practical information for the development of nuclear power with the objective that the safety is given the first priority for Vietnam for the coming time”, the Minister said.
