Supporting the formulation of policies on renovating and developing enterprise incubating units

On behalf of MOST, Deputy Minister Tran Viet Thanh welcomed the Belgian delegation to visit and work with MOST and highly appreciated cooperation between Vietnam and the Kingdom of Belgium over the past time.

Deputy Minister said Vietnam has started a new economic development strategy, S&T is considered a direct production force, S&T should become a social and economic development drive in the country’s industrialization and modernization. Therefore, MOST has been promoting the shift in operational structure of S&T organizations into self-controlled and self-responsible method, based on which the system of S&T enterprises is established. Within the cooperation framework between the two Governments of Vietnam and Belgium, MOST wants to have support from the Kingdom of Belgiumfor the establishment and implementation of the project on “Formulating policies on renovating and developing S&T enterprise incubating units”.

With functions of researching and applying technologies in fields of electronics, biology technology, clean technology, energy saving technology …NACENTECH has been selected by MOST to be the agency to establishan S&T enterprise incubating unit in Hanoi. The project also proposes the establishment of the second incubating unit in Ho Chi Minh City.

Mr. Peter Moors, on behalf of the Kingdom of Belgium expressed his thanks for MOST’s warm welcome and said that this visit of the delegation to Vietnam was to participate in the session of the Mixed committee for Cooperation and Development and approve the Program on Cooperation and Development Orientation for the period from 2011 to 2015 between Vietnam and the Kingdom of Belgium. In this Program, the Kingdom of Belgium focuses on the development of small and medium enterprises. The Belgian side highly appreciated MOST’s proposal and said that this proposal showed new and necessary features during the process of establishing S&T enterprises in Vietnam. The Belgian mission proposed that MOST as well as NACENTECH should specifically present on the project proposal, especially paying attention to the establishment of S&T Enterprise Incubating Centre in NACENTECH.

In the working session, the Kingdom of Belgium’s delegation was introduced about linkages between NACENTECH and S&T enterprises in the project through the S&T Enterprise Incubating Centre… NACENTECH intended to choose 5 fields for incubation including biology technology; environment technology; applied fibre electronics; information technology; new material technology … NACENTECH would create favourable conditions for research groups inside and outside theCentre to participate in incubating S&T enterprises in the Incubating Centre. The S&T Enterprise Incubating Centre in NACETECH would be the bridge which supports potential scientists and research groups to have opportunities for commercializing post-researched products, quickly establishing S&T enterprises which are capable of being successful in the market.

In the afternoon of the same day, the representative of VietnameseGovernment and Mr. Peter Moor signed the meeting Minute of the Mixed Committee for Cooperation and Development for the period from 2011to 2015 between Vietnam and the Kingdom of Belgium. The agreement on non-refundable aid valued of Euro 60 million was signed by the two Governments this time to be focused on fields of water, environmental sanitation and governance. The two parties have realized that the necessity of issuing soon policies on promoting the development of S&T enterprise source, through piloting S&T enterprise incubating centre, especially in the early stage as proposed by MOST.
