In the meeting, Mr. Machi Sueo reported on activities of Forum for Nuclear Cooperation in Asia (FNCA) to be organized in Japan this year and atomic policies. Mr. Machi Sueo said that the Forum would discuss two main projects, the Project on strengthening S&T cooperation to support other countries in constructing nuclear pile and Project on human resource training for the nuclear field in order to support the development of international nuclear energy.

Mr. Machi Sueo also said that Japan has considered S&T is the foundation of the economic development. The Government has always given priority on allocating investment budget to S&T development. With its capacities and experience in the nuclear field, Japan hopes to promote cooperation and support Vietnam with the nuclear electricity development program, especially construction of nuclear piles and training of human resources.

Deputy Minister Trần Việt Thanh expressed his thanks MEXT for visiting and working with MOST. The Deputy Minister emphasized that relations between Vietnam and Japan have become closer. Vietnam’s Government has considered Japan is a strategic partner in economic and S&T cooperation. Since the Cooperation Agreement between Vietnam and Japan signed on August 2006, so far the cooperation relations in S&T have developed in depth. Japan has helped MOST in the planning developmentof Hoa Lac High Tech Park; recently representatives of MOST leaders on behalf of Vietnam’s Government have signed the Cooperation Agreement with Japan on developing and using nuclear energy for peaceful purposes.

During the country’s industrialization and modernization, roles of S&T have been improved. In that context MOST has specially promoted cooperation relations with Japan in renovating technology, improving productivity, quality and competitiveness of Vietnam’s goods …

In order to prepare for the nuclear electricity program, the issue of human resource is very important. Vietnam’s Government has assigned the Ministry of Education and Training to be responsible for introducing the training program in universities and the Ministry of Science and Technology to be responsible for developing the training content and program in nuclear energy field. Currently MOST is studying the training program in this field of many countries in the world as Russia, France, Canada,… With the fact that Japan has participated in the coming nuclear electricity program, Vietnam would send students and officials to be trained in Japan.

“FNCA Forum will be a good opportunity for Vietnam for the Program on developing nuclear electricity and constructing Vietnam’s first nuclear electricity factory by 2014 in Ninh Thuan. In order to develop the nuclear electricity branch as well as use its benefits for the social and economic development, the issue of human resource is very important”, Deputy Minister said.

The Deputy Minister hopes that with similarities in terms of culture, history and close cooperation of the two countries as well as Japan’s international support programs on atomic energy, human resource training in the atomic energy field would be implemented and be efficient.
