Deputy Prime Minister Nguyễn Thiện Nhân: Continue to prioritize investment in Science and Technology for creating breakthroughs

In the afternoon 17/02/2010, in Hanoi Deputy Prime Minister Nguyễn Thiện Nhân had a working session with Ministry of Science and Technology (MOST) in implementing the work plan 2011.

In the working session, Minister of Science and Technology Hoàng Văn Phong reported about remarkable results achieved in 2010 and plan directions of 2011.

Specifically, in industry, the mechanic and manufacturing branch has mastered designs and technologies to manufacture super field, super weightequipment for construction of high-capacity hydro-electricity factories, especially Son La Hydro-electricity Factory; axis cranes with 180 tone sole used for ship manufacturing factories, whafts, mining,…

In agriculture and aquaculture, research and development of S&T advancements have contributed up to 30% the added value of the agricultural growth. Vietnamese scientists have created more than 142 new plant breeds with high productivity and quality; chosen and created and selected nearly 100 new rice breeds, increasing the rice productivity up to 52.3 quintal/ha, taking the first position in Southeast Asian region.

In health and medicine, for the first time heart transplant has been successfully carried out for human being, also for live and kidney transplant from brain- dead people. Regarding S&T directions in 2011, Minister Hoàng Văn Phong said it would be focused on 10 basic directions and 8 key tasks. Accordingly, the Strategy for Vietnam S&T Development by 2020 and 5-year Plan on S&T Development for the 2011 – 2015 period would be completed, submitted for approval and organized with the implementation; key tasks (researching, mastering, developing and creating high technologies, using high technologies in agriculture, services; national products would be developed according to prioritized fields; productivity and quality of Vietnam’s products and goods would be improved;…); conditions and technical infrastructure would be prepared for the Program on nuclear electricity development; the working mechanism of S&T organizations would be reformed towards self-controlled and self-responsible directions, difficulties and issues in practice would be solved and the shifting process would be determined to be successfully carried out; solutions would be implemented to promote the establishment of strong S&T collectives at the same time it would be paid attention to search, discover, support and encourage start-up of businesses, commercialize research results,…; improve mechanisms and policies on preferential treatment and use of S&T staff. It is necessary to focus on the completion and submit for approval the Program on training, fostering and using S&T staff and talented people; renovate financial mechanisms and investment in S&T; promote international integration activities on S&T.

Deputy Prime Minister Nguyễn Thiện Nhân as well as Ministries, branches highly appreciated results achieved by S&T branch over the past time. However, according to the Deputy Prime Minister it is necessary to work out more specific key tasks. Especially, it is essential to develop pilot programs on supporting S&T-driven enterprises, coordinate with the Ministry of Education and Training to develop the program on strengthening research in universities,…

Together with these, the Deputy Prime Minister said that S&T advocacy activities haven’t been equal to results achieved by S&T over the past time. The Prime Minister directed that it would be necessary to change communication methods about S&T with the society on S&T activities and new potentials to increase more believes of the society in S&T.

The Deputy Prime Minister emphasized for the coming time, the State would continue prioritizing investment in S&T to create new development steps, in the 10 coming years it should be a new cycle which can bring into full plays S&T contributions./.
