Workshop on “Introducing technology and cooperation opportunities with Israel’s enterprises”

Participating in the Workshop were Mr. Hoàng Văn Phong, Envoy in S&T field, ex-Minister of Science and Technology; Mr. Trần Văn Tùng, Deputy Minister of Science and Technology; Mr. Amnon Efrat, Israeli Ambassador in Vietnam; representatives from Research Institute for Science and Development (SENA);… and nearly 30 enterprises, research institutes, organizations in fields of rubber, plastics agriculture, health, construction …

In the Workshop, Ms. Rami Ofer, General Director of Vietnam – Israel Commerce Promotion Company (BDVI), the representative agency in Vietnam of more than 200 Israeli enterprises introduced about Israeli status of technology innovation and reform; advanced and environmental-friendly technologies in fields of rubber, plastics and applications in food packaging, industry, construction, health, at the same time exchange cooperation and business opportunities, transfer technology among enterprises of the two countries in this field.

Israel has currently been known as the leading country in the world in terms of manufacturing, business, scientific research, investment in Research and Development,… and breakthroughs in high technologies, modern technologies. Israel’s rubber and plastic industry is one of strongly developed branch with advanced and outstanding techniques, applied in many branches as agriculture (especially irrigation), construction, health,… This industry has created its reputation based on advanced and sophisticated techniques. The turnover of the rubber and plastic industry in the two years of 2010 - 2011 reached 15% and USD 5 billion.

Plastic products are mainly used for agriculture (accounting for 23%) as equipment for dripping watering, filter sets, valves, output meters, types of pipes, special UV- against plastic for green houses, fissile plastic to protect crops and environment,… In addition, plastic products for packing, health consuming materials, products for construction and infrastructure, composite products for aviation and defense, household products,…

Modern technologies have been used in Israel’s agricultural field, including dripping watering technology supports to reach 70-80% of the efficiency of using water in agriculture – the highest rate in the world as compared with that of 40% of normal watering; greenhousetechnology – technology to use plastic to absorb lighting together with heating and ventilation systems which help to increase the production 4 times higher than planting outside; systems of using closed watering in aquaculture help to increase the production as 40 times higher, the production is increased from 0.5 kg to more than 20kg/m3 as compared with raising in normal ponds/lakes;…

In the Workshop, State’s supporting policies for Vietnam’s S&T enterprises and organizations in order to strengthen technology innovation and development have been introduced in details. Accordingly, over the past time MOST has developed and submitted to the Prime Minister for approval some important programs as Program on National Technology Innovation; Program on supporting Intellectual Assets; Program on Improving Productivity and Quality of Goods and Products of Vietnamese enterprises by 2020; the National Program on High-Technology Development;… At the same time S&T Fund should be established as National S&T Development Fund, National S&T Innovation Fund, contributing to diversify investment channels, creating opportunities for every sector in the society to access the Government’s financial sources when technology Science and Development research activities.

Vietnam has carried out industrialization and modernization for the sustainable and quick development, at the same time took efforts to find appropriate technologies in order to promote the development of domestic production branches. Therefore, understanding and promotion of transferring high technologies and advanced technologies of nations are one of important directions for S&T activities. This event has been appreciated as the forum for Vietnameseenterprises and organizations to have opportunities of meeting, understanding, exchanging information relating to modern and environmental-friendly technologies in the rubber and plastic branch which Israel has had its strengths, moving towards the cooperation for technology transfer in this field.

- Cooperative relations between Vietnam and Israel have been established since 1993’s. So far, many cooperation activities on S&T, economic, commercial, training, agriculture, irrigation, health fields … have been carried out;

- The Chamber of Economy and Commerce under Israeli Embassy in Vietnam has been established and played an important role in promoting commercial relations between the two countries;

- The Governments of Israel and Vietnam have signed Israel – Vietnam Financial Protocol. Thanks to that, many Vietnamese enterprise using Israeli technologies have been provided with financial support;

- In 2009, exports from Israel to Vietnam reached approximately USD 109.6 million, increasing 40.36% as compared with that of 2008;

- In November 2011, Israeli President Mr. Shimon Peres paid a visit to Vietnam in order to strengthen commercial relations between the two countries.
