Participating in the meeting were representatives from some agencies under MOST as Department of International Cooperation. Department of S&T for economic – technical branches, Department of Social and Natural Sciences.

In the meeting, Minister Nguyen Quan affirmed that NASA’s this visit to Vietnam showed its attention and cooperation in space technology with Vietnam. The Minister hoped cooperation in researches on space between Vietnam and the US would have new good development steps.

Minister Nguyen Quan said in 2008 Vietnam successfully launched satellite Vinasat-1, marked its name on the space map, showed the national sovereignty and improved Vietnam’s capacity and position in the international arena. In 2010 Vietnam established the Cosmology Committee and had the plan on research, design and production of small satellite for scientific research. However, Vietnam has still been at its initial steps in research on space and really needs support and assistance from potential and experienced nations in this field.

Mr. Michael O’Brien highly appreciated the development of cooperative relations between the two countries, two Governments, especially cooperation in S&T between the two countries has achieved strong development steps. Mr. Michael O’Brien said that this was the favorable time for the two parties to speed up cooperative relations in the cosmology technology field.

At the same time, Mr. Michael O’Brien shared his pleasure and honor to sign on the Statement on Cooperation Intention between Vietnam Agency for S&T (VAST) and NASA in the morning of the same day. NASA believed that cooperation fields to be signed would result in benefits for the two parties.

In the working session, the two parties agreed and supported scientific research activities to conquer the space for peaceful purposes. Besides, Vietnam also proposed cooperation in human resource training in the cosmology technology field.

Minister Nguyen Quan affirmed the signing of the Statement on Cooperation Intention between VAST and NASA was the first step in the progress of cooperating in cosmology technology between the two countries. The Minister hoped the cooperation between NASA with VAST and Vietnamese S&T organizations would have good results, contributing to strengthen friendships between the two countries.

“I believe in the program on cosmology technology cooperation between Vietnam and the US, with the US’s support and assistance Vietnam’s experts and staff will have enough capacities to receive, transfer and master technologies relating to cosmology technology”, Minister Nguyen Quan said.

NASA signed the Statement on Cooperation Intention with VAST, including following contents:

- Using earth sciences for social benefits;

- Strengthening the participation in research projects in Asia as research on cloud, research on weather in parallel in the region, research on the region of 7 Southeast Asian countries and research on seasonal wind in Asian region;

- Doing research on the participation of Vietnam’s earth observing satellites in the US’s group system of afternoon satellites;

- Exchanging statistics on earth observation of NASA’s satellite;

- Defining points for space systems around the earth and systems of global localizing satellites;

- Participating in education activities as the Program on global education and observation for environmental protection;

- Studying space weather;

- Discussing on the development of human resource on remote sensing and applications.
