In the session, the two parties discussed about information relating to State policies on S&T and technology innovation, use and development for the current stage, reviewed the implementation status of Vietnam - Ukraine S&T Cooperation for the period from 2007 to 2011 and discussed cooperation directions for the coming time.
Deputy Minister of Science and Technology Le Dinh Tien briefed Vietnam’s achievements, development prospects of S&T and innovation in recent years, including S&T legal system; innovation mechanisms, S&T human resources; social sciences; basic studies; S&T use.
Regarding S&T application, Deputy Minister Le Dinh Tien said that in industries, engineering mechanics industry has been able to master the designing and manufacturing technology of super-size and super-weight equipment for construction of high-volume hydroelectricity plants (for example Sơn La Hydro-electricity Plant). Energy industry and mineral exploitation have mastered the designing and manufacturing technology of high-volume transformers with the high rate of localized materials and of European standards to supply for the national power system.
In information and communication field, radio and television transmission infrastructure has used the most advanced technologies in the world. Information and communication services have been thoroughly used in fields of banking, aviation, posts and telecommunications. Modern technologies have been successfully applied as digitalized telecommunication network, fiber cable network, GSM, CDMA, 3G technologies. Especially, Vietnam has received, operated and exploited effectively satellite VINASAT-1, carried out studies and preparation to launch satellite VINASAT-2 in 2012, started to study and manufacture small satellites in Vietnam.
In agriculture, over the past 5 years Vietnamese scientists have produced more than 140 new plants of high productivity and quality. Among them, near 100 new rice breeds have been selected, increasing the rice productivity to more than 52.3 quintal/ha in 2010 and ranked the first in Southeast Asia.
In health - pharmacy and community healthcare, Vietnam has successfully transplanted heart on human beings, liver and kidney taken from brain-dead people. Deputy Minister Le Dinh Tien said that in the S&T development plan by 2015 and directions to 2020, Vietnam would continue renovating basically, comprehensively and systematically its S&T management mechanism; identified and implemented tasks of basic studies, scientific research and technology development in fields of security and defense, environmental protection and sustainable development; ensured resources to implement national S&T programs; mobilized social resources to increase national S&T potentials, develop S&T enterprises, S&T market and improve the quality of S&T resources.
In the session, Doctor Mai Ha said that from the IV session of Vietnam - Ukraine Sub-committee on S&T cooperation, the two parties have implemented 05 joint theme/projects. Results of these research themes and projects have been used in the social and economic development and ensured the national security and defense, including themes and projects on the research to design and manufacture robot devices to explore and survey works under sea; the research on interactive relations between mushroom (eatable mushroom and pharmaceutical mushroom) and bacterium, insect and selections of micro-organism used to develop biology technology methods which help strengthen growth and disease preventions for mushrooms; research, design and manufacturing of multi-purpose electronic treatment equipment which uses electricity current through human being’s skull controlled by micro processing; research to receive technology of regulating and accumulate high-pressure hydro using non-traditional energy.
Also in the session, the Vietnamese side has proposed 7 cooperation themes and projects on prioritized development fields as research and use cold surgery technology for disease treatment; design of multi-purpose cold survey system and portable treatment equipment; research on technology of growing and processing some pharmaceutical materials; research on technology of manufacturing leather filmed with PU; research on technology of manufacturing water-resistant leather to make shoes used in national defense industry and petroleum industry; research to produce and transfer technology of generators, pillars of wind-fans and wine propellers for wind power plants; technology of manufacturing soft iron; technology of manufacturing non-rusty and high-quality steel.
In addition, Vietnam also needs Ukraine’s support to find partners to implement the research themes and projects and transfer of technology for manufacturing needle-resistant gloves, gloves which are unable to be cut and bulletproof glasses for the protection of the national security, research on acclimatization and development of some Valerian types (pharmaceutical materials belonging to Valerianaceae) to produce sleeping tranquilizers from Vietnamese pharmaceutical material.
When the session ended, Deputy Minister of Science and Technology Le Dinh Tien and Ukraine’s Ambassador to Vietnam Oleksiy Shovkoplias signed the minute of the Session. The two parties agreed that the VI session of Vietnam - Ukraine Sub-committee on S&T Cooperation would be organized in 2013 in Kiev, Ukraine.
