Activities of the Vietnamese Delegation in the 53rd session of the General Assembly of the International Atomic Energy Agency

The Vietnamese delegation attended the plenary session, the session of the comprehensive committee, meetings of non-aligned countries to discuss on documents, resolutions addressed in this session. In the speech, the Vietnamese delegation has informed status and achievements of research, development and use of atomic energy, especially the development of legal system and preparation of necessary infrastructure for Vietnam’s program on nuclear electricity; highly appreciated IAEA’s precious supports and assistance for Vietnam during the implementation process of the Strategy for Atomic Energy use for peaceful purposes; expressed thanks for Indian government for providing radiation equipment of Bhabhatron II for Can Tho Tumor Hospital through the Program of Action for Cancer Therapy (PACT) of IAEA.

In addition to plenary sessions, the Vietnamese delegation had an annual meeting with the Technical Cooperation Committee under IAEA. In the meeting, the two parties have reviewed and assessed the implementation status of IAEA’s technical assistance projects for the 2009-2011period, the plan on developing the National Cooperation Framework Program between IAEA and Vietnam for the 2010-2012 period and preparing the development of projects for the 2012-2015 period. In the meeting of the Delegation with the Director of the Technical Cooperation Committee, the two parties have recognized close and effective cooperation over the pat time and proposed cooperation directions for the coming time. In addition, the delegation has attended and had a speech on multi-lateral and bi-lateral cooperation activities in the Nuclear Electricity Program in the discussion table on the Infrastructure for new nuclear electricity programs, which is highly appreciated by experts of other countries.

Also within the framework of the General Assembly, the Delegation also attended the Discussion table on development plan of Asian Nuclear Safety Network; met and discussed with IAEA’s experts on the plan to prepare implementation conditions for Ra-26 liquidization and transfer radioactivity used resources from Hospital K, Ho Chi Minh City Tumor Hospital to put in storage in Dalat Nuclear Research Institute after being conditioned. In order to take advantages of IAEA’s supports for the development of documents on guiding the implementation of Law on Atomic Energy and research on relating international treaties, the Delegation had a meeting with the Director of Law and International Treaty Section under IAEA and received enthusiastic supports from this Section. Then the Vietnamese delegation attended and made the presentation on the implementation status of the Program of Action for Cancer Therapy in Vietnam in the meeting of PACT; conducted some bilateral meetings with agencies and research institutes of some countries.

On this occasion, Deputy Minister Le Dinh Tien and the Delegation had some bilateral working sessions and meetings: to visit and welcome Ambassador Yukiya Amano on the occasion he is elected to be IAEA’s General Director for the coming term; to meet and thank Dr. Mohamed ElBaradei on the occasion he completes his terms as IAEA’s General Director; exchanged with Mr. Yuri Sokolov, Deputy Director, in charge of the Department of Nuclear Energy under IAEA on IAEA’s cooperation and support plan for Vietnam’s Nuclear Electricity Program; worked with Dr. Kakodka, the Chairman of Indian Atomic Energy Committee on some cooperation issues between the two countries in the field of Atomic Energy.
