Vietnam – China shared experience in formulating the Strategy for S&T Development

In order to establish the forum on sharing experience during the formulation of S&T Development Strategy, on July 21, 2011, in Hanoi the National Institute for S&T Policy and Strategy Studies, Department of International Cooperation (MOST)...

Participating in the Workshop were Deputy Minister of Science and Technology Chu Ngoc Anh; Mr Nguyen Quang, Deputy Director of Department of Science, Technology and Environment, Central Committee for Propaganda and Education; Mr Nguyen Dinh Minh, Director of Department of Science, Education and Cultural Affairs under the Government’s Office; Mr Le Minh Hong – Director of Department of Science, Technology and Environment under the Office of the National Assembly; Mr Nguyen Van Bo - Director of Vietnam Institute for Agricultural Science together with scientist, managers and representatives of some agencies under MOST.

In the Chinese side were MrWang Yuan, Standing Deputy Director of Institute for S&T Development Policy Studies; Mr Song Wei Guo and Mr Xuan Zhao Hui of the Institute for S&T Analysis and Statistics; Ms Bi Liang Liang, Institute for Regional and Rural Development together with many participants from the Institute for S&T Strategy and Policy Studies, Centre for S&T Information and Strategies, S&T Departments,…

In the Workshop, Dr. Mai Ha – Director of the Department of International Cooperation, Ex-Director of Institute for S&T Policy and Strategy Studies (MOST) briefly introduced about the Institute for S&T Policy and Strategy Studies, some of the Institute’s achievements over the past time and difficulties in the formulation of Vietnam Strategy for S&T Development for the period from 2001 to 2010.

Through presentations of speeches and discussions, Chinese participants shared many important experience as methods of working out the outline of Long and Medium- term Science Development Planning for the period from 2006 to 2010, the Long and Medium-term Talent Development Planning for the period from 2010 to 2020, Planning for Agricultural Science Development and identifying long and medium term objectives for scientific development for the period from 2006 to 2010…

Mr Wang Yuan– Standing Deputy Director of Chinese Institute for S&T Development Strategy Study expressed his hopes and desired the two parties would have cooperation agreements on S&T as well as opportunities to continue long-term cooperation for the coming time.

Delivering a speech in the Workshop, Deputy Minister Chu Ngoc Anh said that during the past renovation and open-door period, China has brought into full play S&T roles in improving the competitiveness of products and goods, contributing to ensure the high and sustainable development growth. Efforts in S&T development, especially in high-technology development has made China to become one of leading expert country of technology products and high-technology products in the world. In order to achieve the success, it is certain to mention wonderful experience and efforts of Chinese S&T officials and experts during the planning and formulation of S&T development plans for each development period of the country.

The Workshop would be a good opportunity for S&T experts of the two countries of China and Vietnam to share and exchange experience, from which lessons learnt, could be withdrawn to promote better S&T roles in the country.
