Year-end conference of 2009 activities and implementation of 2010 directions and tasks of the Ministry of Science and Technology

On 29/01/2010, Ministry of Science and Technology organized the Year-end Conference of 2009 and implementation of 2010 directions and tasks. Minister of Science and Technology Hoang Van Phong attended and chaired the Conference.

According to the year-end report, in 2009 MOST has actively completed the system of legal documents on S&T, issued 38 legal and regulatory documents on S&T. This is considered as the Ministry’s key task over the past time. In parallel with the formulation of laws, the Ministry has continued the development of many new mechanisms and policies on S&T as the National Program on increasing productivity and quality of products and goods of Vietnamese enterprises; National Program on technology renovation ... Authentication and protection of intellectual property have achieved many active results, granting more than 700 diplomas on patent exclusive protection, nearly 65 useful solutions; more than 1,200 types of industrial designs... Cooperation activities on S&T have been renovated in an active manner. So far, MOST has representatives in 06 countries including China, India, Russia, France, Germany and the US. These have been important bridges to promote S&T cooperation activities between Vietnam and other countries in a more active manner. Especially, National S&T Research Programs for the period from 2006-2010 have been implemented as planned. It is expected that when S&T Programs are completed, there will be about 1,200 technologies and new technical processes to be developed. Among them, around 450 technologies and technical processes will be completed and transferred for production. Over the past time, the technology market has gained many successes with the event of Vietnam Techmart ASEAN +3, which has increased the scale of Techmart from the national to international level with participation of ASEAN countries, China, South Korea and Japan.

Objectives have been defined so that S&T really becomes the motivation for the social and economic development, contributing to improve the competitiveness of products and goods… In coming years MOST will continue the improvement of the legal environment, renovation of S&T organization and management; development and improvement of the technology market; strengthening investment in the development of S&T potentials; promotion of S&T cooperation and international integration... It is expected over the past time, MOST will focus to complete timely 17 proposals, especially the Program on support the use and transfer of S&T advancements in rural and mountainous areas for the period by 2015; the National program on high technology development; the Program on technology market development; the Program on supporting the development of intellectual property assets of enterprises for the period by 2015...

Delivering a speech in the Year-end Conference, Minister Hoàng Văn Phong has praised the Ministry’s results in 2009, at the same time the Ministry has emphasized the Ministry’s key tasks for the coming time. In order to develop S&T to really become the motivation for the social and economic development, it is necessary to speed up the use of scientific research results into production. In addition, S&T organizations need to quickly shift into the operating model according to Decree 115/2005/NĐ-CP by the Government to improve the efficiency and responsibilities of S&T organizations during their operation…
