Attending the hand-over ceremony, in the Vietnamese side were Mr. Nguyen Van Lieu, Deputy Director of the Department of S&T for economic and technical branches under MOST; Mr. Chá A Của – the Secretary of Youth’s Union of Son La province; Mr. Lò Văn Na, Director of Department of S&T of Son La province. In the Laos’ side were Mr. Phôm phàn Kẹo My Xay – the Member of the Provincial Standing Committee of the Party – Deputy Chief of Hủa Phăn province, Mr. Chu Hơ – the Secretary of Youth’s Union of Hủa Phăn province and representatives from branches and mass organizations of Hủa Phăn province.
Hủa Phăn is a Northern mountainous province of Laos, which has the slow economic development, low intellectual level and daily life of local people is faced with many difficulties. In order to assist young people of Hủa Phăn province to eliminate hunger, reduce poverty and create jobs, MOST has approved supports for Department of S&T of Son La province to fulfill the protocol’s tasks of training as well as building the facility of mushroom seedling production and processing for the Center for Vocational Training for young people of Hủa Phăn province under the Youth’s Union of Hủa Phăn province. The project has been implemented in two years from 2007 to 2009 with the total budget of VND 4 billion, in which Son La province has contributed to VND 1.9 billion from the provincial budget, the remaining budget of VND 2.1 billion has been supported by MOST from the budget allocated for S&T international cooperation tasks according to Vietnam- Laos protocol.
Making a speech in the ceremony, on behalf of the Party and local Government Mr. Phôm phàn Kẹo My Xay – the Member of Provincial Standing Committee of the Party, Deputy Chief of Hủa Phăn province has highly appreciated the project’s achieved results at the same time expressed his sincere thanks for enthusiastic supports of Vietnam’s Party, State and people in which direct execution agencies are MOST, the Provincial People’s Committee, the Provincial Youth’s Union, Department of S&T of Son La province. The project has been a clear proof for the Vietnam – Laos traditional and friendship cooperation, the transfer of technology on mushroom seedling multiplication, production and processing has contributed to creating favorable conditions for young people of Hủa Phăn province to have a new job which helps eliminate hunger and reduce poverty, stabilize the daily life and society, and contribute to preventing young people not to part pâté in trading and transporting drugs. Through the implementation process, initially mushroom products have been highly appreciated because they are appropriate with habits and customs of local people and with local natural conditions. He also hopes that for the coming time Hủa Phăn province would receive supports and assistance of Son La province as well as those of Vietnam’s MOST for the project implementation of Hủa Phăn province which is focused on the field of construction brick manufacturing according to new technology, fertilizers and water for plants and animals in the province.
On behalf of Vietnam’s MOST, Mr. Nguyen Van Lieu has expressed sincere thanks for efficient active coordination for the successful project implementation, at the same time affirmed to continue advisory functions for S&T leaders in prioritizing supports for projects to which Laos has paid attention.
